Opinions on Further Promote Household Registration was released by state council to build unified rural-urban household registration. It marks the beginning of the implementation of furthering household registration reform.  It raises particular concern about those children whose parents have moved to cities to have equal access to education and increase the proportion of university graduates to change their household registered place. It includes: 

- Break the household model of rural or urban and ensure basic public education right is accessible to everyone. 

 - Ensure children whose parents moved to further pursue education and put them into education development planning.  

- Enhance medium and small cities’ appeal graduates and encourage university graduates to register in cities. 

- Achieve the goal of 100 million Chinese with rural household registration to settle in cities and ensure rural worker receive skill training.
