To further absorb the achievement of the “two sessions “and utilize the advancements Overseas Returnees’ intelligence, CCG has co-held a seminar “NPC and CPPCC in the Eyes of Overseas Returnees” at WRSA Policy Advisory Committee club on March 20.



Participants discussed hot topics of NPC and CPPCC. Government officials and leaders of WRSA also attended the forum. Advices and suggestions put forward in this seminar will be submitted to NPC, CPPCC, and relevant government bodies. The seminar was hosted by Dr Huiyao Wang, the Director of CCG. Major topic one: Establishment of a transparent budget system

The participants had discussed openness in central and local government budget system and the content and procedures to build an open budget system. In this seminar, the topics also include experiences China can learn from the fiscal budget of countries with sound legal system and the mistakes China could avoid their mistakes in the process of handling the openness of a fiscal budget.

Major topic Two: The launch of overseas talents green card, high-level overseas talent residence policy and their social security and health insurance

Jianguo Ma, Deputy Secretary of Jiangsu provincial CPPCC, presented his speech on CPPCC 2012, calling for “deepening reform and improving the investment environment to encourage overseas Chinese to return homeland and start-up their business.”

He recommended that China can learn from India's OCI cards system and the overseas returnees should be issued with special ID cards and Visa Exemption. Weimin Yin, Minister of Ministry of Human Resources and Social Security of CPC, gave a speech at the Joint Inter-ministerial Meeting of Service for Overseas Returnees. He stressed that government institutions should consummate high-level overseas talents permanently resident policy as soon as possible and intensify our efforts to attract overseas intellectuals. In this seminar, we warmly welcome suggestions and recommendations related with above topics.

Major topic three, Establish new sectors of CPPCC. Play unique role of overseas returnees in CPPCC

On CPPCC 2012, Changjian Li, Deputy Secretary General of CPPCC, pointed out CPPCC was consisted of 34 sectors 20 years ago. Therefore, is there any possibility to change the current situation?

Several delegates of CPPCC have submitted their proposals to launch new sectors, such as Migrant Workers sector, law sectors and etc. According to the recent news reports, CPPCC is widely accumulating suggestions and will adjust the setting of sectors on the base of extensive collection of delegates' opinions. As overseas returnees, we should contribute more to getting involved in CPPCC and giving our suggestions to the policy-making of our country.
