On September 8th, 2012, the Seminar on current citizens’ sense of happiness was held in the conference room of Tsinghua University’s main building. The subject of the meeting were on the characteristics of Chinese concept of happiness and its development process, influence factors and social meanings, putting forward the suggestions for establishing a people’s happiness evaluation system, and for realizing the real harmony and durable development of our society. This seminar was co-sponsored by school of social science of Tsinghua University, Western Returned Scholars Association Policy Advisory Committee, and Center for China and Globalization, organized by Tstinghua University, the Department of Psychology and Organizing Committee of The Second China International Conference on Positive Psychology’s Enterprise forum. Dozens of experts, scholars, entrepreneurships and reporters at home and abroad shared their opinions about the problems hindering the citizen happiness during the transforming period of Chinese society, analyzed the urgent social issues existing at present, and provided the successful ways to make individuals and societies to obtain happiness and enhance the indicator of citizen’s happiness.

The pursuit of happiness is always the major objective in people’s lives, Chinese never cease to realizing their happiness. Reform and opening up has brought lots of changes in Chinese society, not only in the improvement of ordinary people’s living standard, but also the opportunity of its citizen to choose different lifestyle. Meanwhile, Chinese society has changed its value from single political value system to multiple, personal and humane value system. With the diversification of china’s value system, some negative and passive thinking mode came into our society. Growth in the living standard had not brought the increasing of our sense of happiness, in contrary, some citizens felt less satisfied with life. Social problems were caused by the lower feeling of happiness.

As for municipal governments in China and the world, “indicator of citizen happiness” has already exceeded GDP as the most sought after goal of an administration. Wen Jiabao, the Premier of the State Council of PRC, has once represented the government making a commitment to a happier and dignity-based life for Chinese people. Participants of seminar agreed that there are lots of difficulties we must face in the process of building a happy china. Except dealing with the social problem caused by the changing of value system, we should take further, open and innovative measures on humanistic construction, psychological construction, legal construction and institutional construction. In order to building a harmonious and sustainable growth society, we must find most effective approach to handle the social issues.
