2009 Overseas High Level Talents Conference opened in Beijing, 17th August. Leaders of the United Front Work Department, the Organization Department of CCCPC and 110 overseas delegates abroad and at home attended its opening ceremony. The conference was held from 17th to18th August, followed by the post conference tours to Chongqing, Dalian and Tianjin. Introduction of talents and China dealing with financial crisis were two major topics for this conference.

In his opening ceremony speech, Han Qide said that since the foundation of PRC sixty years ago, a large amount of Chinese overseas and returned scholars have contributed greatly to the development of China and thus they have become a significant power of the modernization of China. Han is the vice-chairman of the NPC Standing Committee and the president of Western Returned Scholars Association Chinese Overseas Educated Scholars Association(WRSA&COSA).

Du Lingqing, the head of the United Front Work of the CCCPC emphasized that as China is facing another important phase in history, overseas talents will play an increasingly important role in China’s development.

Held primarily by WRSA&COSA with CCG's assistance in organizing, this conference invited forty three overseas delegates from Europe, North America, Asia and Oceania. Those delegates are representatives of Chinese overseas talents specializing in various fields such as natural science, finance and economy, culture and society study etc. CCG director general Wang Huiyao and director Tao Qinghua attended this conference.
