June 2008 – CCG Director and member of the WRSA Policy Advisory Committee, CCG Director was invited to become a research team leader of the International Talent Strategy Expert Studies of Central Coordination Group on Talents by China Central Organization Department, which was looking into National Medium and Long-term Talent Planning. Li Yuanchao, the Central Organization Department Minister, issued the letter of appointment personally to CCG Director.

For this study, and under the guidance of the Central Organization Department, CCG Director aided many experts and academics involved in the study and then submitted a comprehensive research report to the Central Coordination Group. The research report analyzed the talent competition strategy in many countries, proposed that countries should pay more attention to the strategy on international talent, to further emancipate the mind and optimize the country’s relevant policies and strengthen its efforts to attract more high-level international talents to China.

Recommendations and research from the study received good evaluation from the central and state departments concerned, as well as the review committee itself. This provided a good reference for the newly launched "Thousand Talents Plan" issued by the government to attract high-level talents. In January 2009, central government issued a formal policy by announcing plans to implement the "Thousand Talents Plan". This policy will further promote the international circulation of high-level overseas talent.

CCG Director points out: CCG will continue to study in the area of international talents and international talent circulation as one of the key research areas of CCG.
