On Aug 12, the ninth Chinese Overseas Educated Scholars Pioneering and Innovation Forum was held in Beijing International Hotel.

Liu Limin, vice-minister of the Ministry of Education; He Yafei, deputy head of the Overseas Chinese Affairs Office of the State Council; and Liu Yanguo, deputy head of the SAFEA, attended the opening ceremony of the forum.

Focusing on the forum’s theme of “International Talents and Chinese Opportunities,” Liu Yanguo said in the opening ceremony that current international hiring should be transferred from a government-dominated model to a market-orientated model, from reliance of regulation to hiring according to laws. It needs favorable environment of infrastructure and policy for innovation of the sector, he said.

The forum is sponsored by the Western Returned Scholars Association Chinese Overseas Educated Scholars Association and hosted by the Center for China and Globalization.
